Free Voluntary Firework Display Registration Scheme
Are you planning to hold a public firework display?
If the answer is yes, then please read the information below.
To ensure that everyone enjoys a happy, accident-free event, the Council runs a free Voluntary Firework Display Registration Scheme for those organising firework displays in the area.
Once a completed application form is received, an appointment will be made to carry out an advisory site visit and some recommendations for improvement to assist you in delivering a safe event may be provided.
Successful applications will be issued with a Certificate of Registration.

Organising an Event
Visit the Health and Safety Executive's website for further health and safety advice on organising firework displays.
The Council does not organise, run or supervise these events. Event organisers may seek safety advice from the Council, which is provided in accordance with Health and Safety Executive guidance, including "Giving your own firework display: How to run and fire it safely" and “Working together on firework displays: A guide to safety for firework display organisers and operators".

Storing and Selling Fireworks
For those involved in commercial use of fireworks, the HSE offer further support for safe handling practices in their guidance on storing and selling fireworks.
Up to 50 kg (net) of Hazard Type 4 (HT4) fireworks can be kept for no longer than 21 days without the need for a licence, provided that these are not for sale or for use at work. If you wish to use the fireworks for a commercial display or for some other work activity, you can keep up to 250kg of Hazard Type 4 or up to 100kg of Hazard Type 3 (HT3) fireworks for up to 5 consecutive days without the need for a licence, provided they are kept in their place of intended use.
Please be aware that if a single HT3 firework is introduced to an HT4 store the entire stock is classed as HT3 therefore reducing the maximum combined HT3/HT4 that can be stored to 100kg.
If you wish to store a larger quantity of fireworks, or more powerful fireworks then you will need to contact the Trading Standards Team to apply for a licence. Please note that the requirements of the Explosive Regulations 2014 to store the fireworks safely will continue to apply.
