If you are dissatisfied with the Council’s decision on your planning application you may be able to appeal to Planning and Environment Decisions Wales (PEDW).
Who can appeal?
The only person who can lodge an appeal is the person who made the planning application.
Objectors to a planning application have no right of appeal, nor can an appeal be made by someone in support of the planning application that has been refused by the Local Planning Authority.
When can I appeal?
You can appeal in the following circumstances:
- If the planning application has been refused
- If no decision has been made by the Local Planning Authority within the time allowed for the type of application
- If in approving the scheme the condition(s) attached to the planning permission are considered inappropriate
Submitting a planning appeal
There are different time limits to make an appeal depending on the type of appeal and the circumstances.
Householder or a minor commercial planning application: must be submitted to the Planning Inspectorate within 12 weeks from the date on the decision notice.
Advertisement consent: must be submitted to the Planning Inspectorate within 8 weeks from the date of receipt of the decision notice. If the appeal is against a discontinued notice it must reach the Inspectorate before the date the notice takes effect.
Other types of planning applications: must be submitted within 6 months from the date on the decision notice, or any time from the expiry of the statutory period which the local planning authority had to determine the application.

Cost
It does not cost anything to make an appeal against a refusal of planning permission
How long does it take?
It usually takes around 15 to 30 weeks for a decision to be made. This will vary according to the procedure adopted for the appeal for example written representations, inquiry etc.
