Council AGM agrees temporary Governance plans for Covid-19

The Annual General Meeting of Blaenau Gwent Council was held via tele conference today amid the Covid-19 Pandemic.

The meeting saw Councillor Nigel Daniels re-elected as Leader of the Council and Executive Member for Corporate Services; with Councillor Dai Davies being named Deputy Leader and also Executive Member for Regeneration & Economic Development.

Councillor Mandy Moore was re-elected as Chair of the Council and Councillor Julie Holt was appointed Deputy Chair.

The Council’s Executive Committee members and their relevant portfolios are:

  • Leader and Corporate Services – Councillor Nigel Daniels
  • Deputy Leader and Regeneration & Economic Development – Councillor Dai Davies
  • Education – Councillor Joanne Collins
  • Community Services – Councillor Joanna Wilkins
  • Social Services – Councillor John Mason

Members were also asked to consider a series of temporary Governance arrangements for the duration of the Covid-19 Pandemic. It was therefore agreed that:

  • The Council temporarily delegates power and responsibility for exercising Executive functions (which have not already been delegated by virtue of existing arrangements within the Council’s Constitution) to the Managing Director, or in her absence a nominated deputy from the Corporate Leadership Team
  • In order to ensure there is appropriate involvement of Elected Members, an Emergency Committee of cross party Elected Members will be established. This Emergency Committee will be consulted on decisions which may fall outside the Council’s current budget or policy framework

Leader of the Council Nigel Daniels says:

“I’d like to thank elected members for approving these important measures today, which will enable the Council to make timely decisions during the Covid-19 Pandemic. We need to be able to respond urgently and undertake any actions required in order to ensure that critical services continue, and that we are able to keep our residents and our staff safe and protected.

These are certainly unprecedented times we are living in and I know that the Executive Committee and myself very much look forward to getting back to business as usual. For now, together with my councillor colleagues across the borough, we are busy playing our part in supporting our constituencies and I thank you all for your dedication and hard work.”
