Proposal: To establish a New 360 place Primary School and 52 place Childcare Facility

Blaenau Gwent County Borough Council is committed to providing all children and young people with high quality education, which is tailored to meet their needs, develop their potential, extend aspirations, promote social inclusion and contribute to the economic regeneration of the area.

The Council has invested heavily in the 21st Century School Programme to improve school buildings over the last 10 years. The Council also recognises the importance of having modern and fit for purpose buildings that meet the needs of modern day education.

The Education Strategic Band B programme advocates and sets out key targets and outcomes aligned to the growth and development of education, childcare, to the community of Glyncoed.

The Proposal

Blaenau Gwent County Borough Council proposes to develop a new 360 place 3 to 11 Primary School incorporating a 40 place nursery and community facilities and a separate full-day childcare setting for up to 52 children 0-3 years in Glyncoed, Ebbw Vale. The proposal seeks to develop the school and childcare building on the former Glyncoed Comprehensive School site on Badminton Grove in readiness of operation for September 2023.

These exciting developments are being funded by the Welsh Government 21st Century Schools programme, Childcare Offer Capital Programme and Blaenau Gwent County Borough Council.

The Childcare Offer programme aims to support parents back into employment, give them more choice over employment, give them more disposable income, whilst also developing the childcare sector in Wales.


The Pre-Application consultation document and associated process, will provide consultees and interested parties with the opportunity to learn more about, understand and express their views on the Council's proposal, which will inform the final decision on how the proposal is taken forward to Planning.

The Pre-Application Consultation period for this proposal will run for the duration of 28 days and will commence on

Friday 09th July 2021

and conclude on

Friday 06th August 2021.

Consultees can submit their views on the proposal via the online questionnaire, however, it should be noted that only responses received during the 28 days' consultation period will be considered during this proposal.

Consultation Outcome and Next Steps 

A Pre-Application Consultation Report A Pre-Application Consultation Report will be produced and all valid comments considered within the proposal. The report will then be inserted in to the Major Planning Application and can be accessed via the Councils Planning register search at a later date.
